My screen won't rotate when I turn the phone. Is it broken?

This is a direct symptom of a faulty digital compass or gyroscope sensor. These chips work together to determine orientation. If one fails (usually after a drop), navigation apps cannot determine your direction.

My iPhone stopped counting steps (Health app). Is this related?

Yes. The accelerometer (motion sensor) is responsible for tracking steps and physical activity. If the Health app shows zero steps despite you walking, the motion coprocessor or sensor chip on the board needs replacement.

What causes these sensors to fail?

The most common cause is a hard physical shock (dropping the phone). Even if the screen didn't break, the delicate MEMS structure inside the microchip can shatter from the impact. Liquid damage can also short-circuit these sensors.
